All the cr4ckers host at heihachi .net but they seem to be down atm. The first time since I know them.

Answering my own question, I submitted a ticket to an offshore host and they said they do. Everything is independent except for the hardware.

I had a VPS with 2x4.ru with 256K RAM for $21 USD per mo and though my site did not pan out the server was ok as long as you paid on time. Warning: If you do not pay timely, they will shut down your server until you do.

Instead of offshore hosting, you should opt for US or UK based web hosting companies, which are more stable and offers various solutions at low prices, yet reliable.
