I host with Mediaon.com, hosting in turkey, company in HK.
You can pay with cash.

Till now they are very reliable 5 months on shared hosting. They allow warez.

they want me to transfer my domain to them, and i dont want that, any other hosting company that accepts warez ? :)
 
You can try Pulcial.com. Pretty decent uptime and fair plans. I am having my warez site with them from 1 month.
 
I suggest you http://www.fidahost.com i use their services for about 2 months,have professional support and are very good guys and they also offer Offshore hosting...
 
Actually prq.se allows only warez linking, also they are in Sweden which isn't very offshore.

Anybody allows warez... until you get banned. Since they are US a DMCA notice is all it takes.

I was looking at 2x4. Their servers appear to be in Seychelles wherever that is.

actually 2x4 are in the wahome datacenter in russia, thats just the company that ipblock is assigned to, wahome.ru - try testing its speed and peering, they are fkn fast for ru
 
I had horrible experience with offshore hosting providers

Now I use tikier.com and I like to so far.
They have cheap VPS plans check it out.
