Offshore domain registrar?

Hi,

When i search on google i only see outdated articles from 2010-2012...
Anyone know what's the best offshore domain registrar in 2017?

Currently i'm using publicdomainregistry.com but today i got a e-mail from them:

We have been notified that the domain '***' is involved in fraudulent activities. It is hosting a forum where games are being cracked and uploaded for download.

I don't host anything on my forum (replied to them) but i don't like that e-mail sent to me, I have one of the biggest xenforo forums on the world (maybe the biggest one) and domain is Alexa ~1k so i want to move it elsewhere.

Price doesn't matter just need a good offshore registrar.
