May I ask why you are looking for an offshore account. But what you can do is call the banks in Cayman and ask them. They will let you know if you can open one over the phone, Which I believe you might be able to but they might also require a minimum deposit, and sometimes these deposits are like 10k. So good luck and I wish I could have been more of a help.
Read up on "Perpetual Travelers", it's an interesting practice of dividing your finances, citizenship, business and properties among several countries. So you live in Canada, bank in Australia, your company is registered in Panama, and so on. Anyway, my point is if you find forums and/or blogs about this topic and you'll find the latest info on offshore banking and business.
there are a couple of banks whose minimum deposit is around $500, but you will not find any bank with lower minimum.
If you need a offshore bank account then make sure you open the account through a company and as already suggested here, never bank in the same country as you have the company registered. Important, make good research on TIEA's and other information exchange agreement the country where you intend to register the company may have with your country.... if they have an TIEA in place move on.
As I assume you are all US people, just forget your offshore bank dream. Your country has the most Anti-Freedom laws out there, so just forget it . Most banks will just deny you, or even worse, advise you to file all tax reports to your local IRS. Just see the newest idea out of US: FATCA
If you want to do it properly, it's not just about opening an account offshore. You will want to set up a trust or corporation in the country, as well as making sure that the country is not likely to share corporate records easily. If you just set up a bank account in the Bahamas in your own name, that info would go straight to the US government. When I was doing research, the best method I've found of setting up offshore banking was to set up a trust or numbered account with a nominee, usually a lawyer, with me being the beneficiary of the funds in the account. This way there is next for layer of security between you and the money, (the lawyer), and while if the government really wants to find who owns the account they can, but it's much more difficult and they will usually only go to the trouble if there is suspicion that the money is being used for money laundering, terrorism, and other serious offenses.
