EDIT: To make a long story short - I spoke to this person and he is 100% a scam from the way he handled the whole situation.

I've been trying to formulate a method based on twitter accounts being involved in a community of highly sought out users on twitter. So far I haven't gotten it. Also had people who said they could do it but haven't been able to. Hopefully my new method works then I can share it.
 
You need to be well known. Anyone who says they can get it otherwise is lying. Quit trying.

You need an inside connection. I personally know a large publisher who visited Twitter HQ in California a few times and got a few of his accounts verified. How? I don't know the specifics. I do know however that ad spend can get you verified. I've seen many accounts with no reason to be verified get verified after lots of ad spend. An example was an account called something like summer2013, it spent a ton of money getting followers and a week or two later was verified. But very rapid ad spend is required, so if it's worth experimenting in blowing lots of money in twitter ads, maybe give it a shot.

Maybe spending X amount in X amount of time? Would cost too much money to test though.
 
There are hundreds of scammers out there, but the truth is unless you know someone at Twitter, there isnt any way to get verified. Twitter have the final say on all applications. I have been verified for over a year and have verified a number of Twitter accounts also for artists on my label and other clients.
 
Some time ago they had a guy sitting in the Twitter Headquaters who was verifying the accounts for them.
