Notice to - State a Budget in HAF & WTB

We have discussed how people often never do that when it clearly says ( sticky threads by @Apricot ) in both HAF & WTB sections.

"You MUST state a budget and/or wage in your thread (e.g., $30/hour for a wage, $1500 for a project)"

Thanks to @Mr Positive for starting this thread and @BassTrackerBoats, because I would probably forget to post here as a suggestion.

I created this picture in 20 seconds just so you guys can get idea of what I was thinking.

When people start a new thread it would be so much better if they get a notice like this.
This will make life so much easier for everyone.
