I'm from a country outside China, and I used a rented phone number to register a Weibo account. However, I encountered the same issue as you and was unable to receive the SMS verification code needed to activate the account.

Yup SMS service should do the work, just make sure it's non voip. I personally use voidmob for my setups, they have global non voip numbers, since you are regsistering for Weibo HK number should work best. There are bunch of other providers aswell.
 
I think the failure to receive messages multiple times is related to your local carrier. Just like when I didn't get my Telegram verification code at first—I gave my carrier a call to activate the service, and it was fixed immediately.
 
You're not alone—verification SMSs seem to enjoy taking random coffee breaks.
Try waiting a bit, switching networks, or using a different phone number if you can. That solves it surprisingly often.
