I'm from a country outside China, and I used a rented phone number to register a Weibo account. However, I encountered the same issue as you and was unable to receive the SMS verification code needed to activate the account.
 
I think the failure to receive messages multiple times is related to your local carrier. Just like when I didn't get my Telegram verification code at first—I gave my carrier a call to activate the service, and it was fixed immediately.
 
Try restarting the phone and requesting the code again after a few minutes. Also check the country code and whether your carrier is blocking short-code SMS—sometimes the simplest fix is the right one

what are you verifying? half the time its not the number its that the site blocks the whole range youre on. if its a voip or a heavily used panel number the code just never fires. a clean unused number usually fixes it instantly
 
check the country code and signal first, then wait a bit before requesting another code, sometimes SMS delivery is just delayed.
