You are implying a false dichotomy.

Going for a certain number of posts and prioritizing consistency/quality aren’t mutually exclusive.

Framing it as “either chase a number or be consistent” creates an either-or that doesn’t actually exist.

Post frequently is apart of consistency. One benefit you get from posting more is you train the algorithm quicker in who your audience is.

Let’s say I post 10 times a day 7 days a week. That’s 70 bits of data for the algorithm to learn from. One a day will take 10 weeks for the algorithm to get that same amount of data.

instagram reach can decrease despite regular posts too. it would be interesting to experiment with the format nd not with the frequency change the hooks, length of the reels nd format for a few weeks. moreover, shares nd saves are more valuable than just the views since the latter proves that ppl found something worth remembbering about.
