In such cases, such keywords are considered too specific or obscure and hence Google Ads algorithms keep such keywords out of the ad auction system of Google Ads that serve ads.
Such keywords will show only after the number of search queries for such keywords increases, of which the chances are usually low.
So, no matter how much one bids for "Not eligible, low search volume" keywords, such keywords will not show.
A workaround is changing the match type to broad and then keeping a watch on it's search queries, so that you can add irrelevant search queries to the negative keywords list.
Do bear in mind that if you have many low search volume keywords, these will reduce the campaign’s quality score(s).
