Not allowing negative "promotional services"

I think services that intentionally offer negative reviews, negative SEO, and etc. should not be allowed.

These sort of "promotions" sole purpose is to hurt other people/companies, which is not cool at least to say.

Also I think this is a fine line between illegal and legal stuff and it exposes forum to risk as well.

@PetraAnn is putting something together as to this... it might take a minute as she has a full to-do box.
