Are they in fact the same keyword? Or 2 different keywords?

They're seen as the same, which is where you then need to dig further for long tails to work on also.
 
Yep, it depends on the tool you're using. AdWords Keyword Planner lumps in close variations.

However, when it comes to optimization, I still find it important to use the exact match of the keyword. So if the singular version of the keyword matches your campaign/targeting better than the plural, make sure to use it... instead of going purely off of volume. If you're asking me, it is all about matching search intent. Especially these days when behavior, ie dwell time and ctr, plays a roll in ranking (some would say).
 
Both words are the same. You must use related words and long tail in your article etc...

The same dude I suggest you work on your longtails.
