noindex assign page is index in google. why?

Hello,
I have one page that was indexed in google even I assign no-index (& follow) meta tag to the page.
What do you think about why it is an index in google?

Maybe simply because google didn't re-crawl your website yet as of the date when you didn't have the noindex tag.

The no-index tag is just a suggestion for them, there is no guarantee they will apply it
