NoFollow Backlinks

Do nofollow links from authority sites pass any link-juice at all? a couple sites that had a few of my best backlinks just recently included nofollow tags in their HTML code this month; trying to see what I should make of it.

While they dont pass on linkjuice as such
They do help in getting higher Serp position

Just be careful not to go over 20% nofollow as this seems to trigger something in google
algo and you wil be penalized

The % of nofollow links needed to make a campaign look natural depends on the niche. One of my sites is in a niche where people actually comment on nofollow blogs all the time because that's how they communicate, and 60-70% of their backlinks are blog comments. Google surely didn't penalize them.

Reason I asked was because I recently came across 10 or so .Gov Contextual Posts (high pr) but they're all Nofollow ... So I was wondering if they would still be of some significance

I feel no-follow links to do play some role in rankings, whether they carry link juice or play some other role in algorithm can't be known. I have tried out no-follow comment backlinking and seen increased performance in the SERP's afterwards. I believe no-follow links do have value, but they are also useful in terms of adding diversity.
