google created the nofollow tag to cut the juice and webmasters are using it massively; so I don't see how this could change.

Nofollow links can help with relevancy, if you have Nofollow links from sites in similar niches it can send signals to google that your site belongs in that 'neighbourhood'

Google dont consider link as do--foll-ow or nofollow. They are something new which only secret society of seo guru knows.
