Sorry if this is a super basic question, but is there a requirement I need to meet before I'm allowed to PM another user? Do I need to make a certain number of posts first? I'm a new member and right now there is no option for me to start a pm conversation with someone. Thanks!

Check that menu Profile Post, Recent Activity, pick Information http://prntscr.com/rjafx8.png
And ye, you'll need around 15 post before you can send a PM, but you can respond to any, so you can ask others to PM you.
