Newbie - BH Possible PG 1 Google for Local Competitive Phrase ????

Greetings - newbie question here.

Is it possible to "Black Hat" a new microsite with a new domain in a local market with a single phrase - example "Los Angeles XXXXXXX" within 10 days ?

I'm talking to someone who claims can do this - According to him the site would only be on Page 1 for about 2 weeks.

Depends on local market, if it's LA I wouldn't bet on it.

The easiest way to target local niche is usually through citations to get into the 7 box. There you won't have to compete against national authority sites.
