I know about cpa and affiliate marketing well i understand it. but i have seen a few ones where they get money from email signups on their own pages those .biz websites

what is this cpa called? how do i go about it?

You need to join a network to get access to these offers. There are plenty advertised and discussed around the forum just have a quick search. It helps to already have an established site as you will have to go through an application process.

If you're new to this the hardest part is gonna be getting accepted to any CPA network. I suggest you read a lot first, get familiar with the common terms in CPA and PPC (different game but lot of things are still relevant), set up your own website, put on some banners so you can show basic website creating skills to your future affiliate manager. Then you can apply to a few CPA networks (you can find several lists here on bhw) and claim you are not a total newbie. If you manage to go through the interview phonecall then you can get accepted.
