Blogger is good for starting off, though I am sure you'll want to switch to some other platform, probably WP once you have some experience. The best part is that blogger is free and you can't beat that lol.
Anyway, I have always believed (and have found ample reason for doing so from experience of my own blogs) that best traffic is organic obtained due to great quality unique posts. You can, however spend some time and maybe use google adwords to look up a few keywords to start off with - that may give you some new ideas.
Good content is the best content. I do nothing more than posting great content and the traffic comes sooner or later. You can however tweet, and build a few backlinks (include your site links on your forum sig with a free giveaway mention) and so on.
