I understand that you should change your account and add a new payment card, but I mean hold and disable are two different states, if you don't have money you won't be able to pay, not disable it, right?

Your ad is WH so it will be fine, but a payment error will cause your account to hold payment

You should create a good profile, and a complete payment history, your account will be less HOLD

Facebook scams a lot and kills even legitimate accounts. You can try contacting the Facebook support, or you can try with another account and tell us how it goes.

To reduce the likelihood of your account being blocked, you should build a strong credit profile and ensure your payment history is always complete.
 
FB does not disable an account when it is held, but disables it when you add a new payment method.
 
Your account is having a hold problem, and when you add a new card an unusual situation has resulted in the account being banned.
 
Accounts that are dead due to unusual activity also affect advertising, this is normal, but if your money is held, you can contact the bank to get it back.
