Currently I feel that FB is quite easy to kill advertising accounts without any clear reason. In this case I think when you add a payment card, FB thinks this behavior is unusual.

You can re-enable the old campaign, the held amount will be collected, you should always keep money in your account

This situation happens quite often, here is how to fix it, you will definitely need it
Method 1: Add new card + go to camp
Turn off all old camps
Add a new card (prioritize unused cards, the success rate will be higher) and the card has >50$ available
For HOLD accounts that have not been approved, everyone clicks Approve, after approval it shows "Try to hold again" then stop there (for accounts that already show "Try again", you do not need to do this step)
Create a 1:1:1 interactive camp with nature photos, budget 1$ (leave all as default and click post)
Wait for the camp to change to the status of Being reviewed, then go back to the payment settings and press F5 again, if successful, the word "Try to hold again" will no longer be there: ***Most people who do this think that the fix is done, but there will still be a HOLD rate, quite high. So everyone continue to follow my way in this next step!
After the word "Try again" disappears, everyone goes back to the campaign section and increases the budget of the $1 camp to $10, or you can leave the $1 camp as it is and then go to your main camp and set the budget to $10, click post and run both camps in parallel
When both campaigns are active and making money, everyone watches and pays 2 bills manually, each bill is about $1
After completing step 7, everyone can turn off the $1 interaction camp and increase the budget of the main Camp as desired (I usually increase the first time from $10 -> $300 or $500). When the main camp bites money up to about 10-15% of the current budget -> it will automatically pay that amount, so everyone should pay attention to have money in the card to avoid the case that it fails to pay, it will be HOLD and will be harder to fix (usually I leave an amount equal to the camp's budget after increasing for peace of mind).

To fix the "insufficient funds in the payment account" error, create a new ad campaign with a small budget of $5 so that Facebook can temporarily hold a small amount. Once this campaign runs successfully, the error will be resolved.
