You can start right away, build slowly though. Some guest posts, some niche edits make sure they’re high dr, good traffic and relevant. Mix them with strong pbns homepage ones, cause once they shift to inner page they lose power. Keep experimenting with anchors, and slowly increase the quantity

I would add to mix things up. Don't focus on just one page all of a sudden. To be super safe, make sure the inner page has less links than homepage.

You should start right now. Its usually done as soon as you start seeing significant clicks in webmaster tools. Start slowly though and increase them gruadually as traffic increases. That should make the links look natural.
