I don't think we can be certain that links won't affect a website even with a heavy blast, because the impact doesn't happen until Google re-runs penguin which hasn't supposedly happened for almost 2 years now. So I would still recommend anyone to disavow and not just ignore it because it hasn't affected them, it could always bite you in the ass later down the track.
That said, I'm pretty sure Google has smartened up to their dumb fuck idea that links should be able to negatively impact you... which basically opened the door to anyone with GSA or xumer to blast us all to Google abyss. It's also a lot more difficult, even for decent quality links to get indexed... which means its almost impossible for shitty profile links or spun crap on a random blogs to touch your site even if it does get picked up ahrefs/majestic.
As for this new type SEO using CTR, I have used some services but the results are still heavily dependent on links. It can definitely move you up a few spots for certain queries, but it should be part of a strategy and not just one method. You also need to have the best content, because if people bounce and go to another result, then that result will get moved up. I'm sure Google knows that this type of thing is happening now and its pretty much impossible to detect.
