Negative Google Link Suppression from High DA site

Hi newbie poster here. Been lurking for a while.

Website has a DA of 49 with a negative link to a person's name.
I have tried to suppress using social media and creating usernames using the name but the website stubbornly stays at number 2.
I have tried positive SEO both on-site and backlinks to the person's multiple websites, some are his name.com etc

Any help appreciated.
Will spammy links work with a DA of 49?
Any other ideas?

He tried SerpClix but of course when the clicks stopped his website fell down the search list.

Try creating posts with content on high DA parasites. It's a volume game
