need to push one link off first page in Google

The client's site will need to remain anonymous.
my client hired me to revamp their website and social media presence. I'm more of a programmer's type, know some javascript, PHP, SQL...
My client has a business selling niche items.
At first it was easy as he was in the web dark ages. I created a social media presence and his sales went up. But, also, some scathing reviews appeared. Probably from a former acquintance of my client, they had a fallout a couple of years back.
One of the reviews is on the first page of google and it's particularly bad. My client saw it and is fuming.
I tried positive link building, but it's stuck there. I need it to go down at least to the third page in google, that's what my client wants.
I've heard about bad backlinking, where you submit a link to spammy sites and it goes down in ranking, but I don't know how to do that in an efficient manner, that is, submit the link to thousands of these sites.
Any suggestions appreciated.

You can try fiverr.com buy some negative SEO gigs.
 
that might work but if it's a powerful website, and many review sites are, sending neg. SEO to it will just make it stronger...
I suggest you build EMD's for those keywords and rich keyword density web 2.0's + social profile pages and try to send them to the first page... if you succeed your client will no longer be mad about that bad review and he will sell more because of the new pages you pushed to the top...

Might be easier (and better in the long run) to rank your own social pages/ web2.0s above it.

Have you tried this already?

What KW's is it ranking the first page for, brand name? If so it should be easy to out rank it.
