Need to know About DA, PA, CF and TF

Hi - I am about to buy domains for my PBN, but I need help in getting domains. Some domains that I am planning to buy are with metrices: DA 10, PA 25, TF 25, CF 10.

Sometimes, metrices are like that: DA 25, PA 30, TF 8, CF 9.

Please recommend me which metrices is more powerfull these days and liked by google to give boost to money site OR clients interested in buying links from which metrices domains?

How much are you planning to pay for the domains with the metrics mentioned, DA is considered by most networks

It basically details the fact that metrics, on their own, cannot be trusted and you must do a manual review in order to determine the strength of the domain.

Unfortunately I realise this only makes things harder, I personally have no experience in this yet as I have no need for a PBN so far due to using other methods and that I was lucky to find a very low competitive niche, but ultimately my understanding is this:

Metrics can be manipulated to make it seem better than it is
Some sites will generally have higher DA and PA with low CT and TF
The most important thing is to check for referring domains of that site and spammed anchor text

As I only use DA and PA to get an idea of my competitors and how they are ranking, I believe (and I may be completely wrong) the best way to determine the "goodness" of a domain would be to
A) check it's history in wayback machine, ensure it was not previously used for a PBN or spam site
B)Check all the backlinks it has
C)See if its ranking for anything

I'm coming from a perspective where I'm used to checking legitimate money sites so im probably missing tons of info and/or possibly giving incorrect info, but I certainly hope this helps somewhat.
