[Need Suggestion]Video wait/Pause ads alternative than youtube

Hi,
As the question says itself, Do you know any alternative Free/Paid alternative for 'x seconds Wait ads' or 'Pause ads' or 'Footer ads' for Video other than Youtube.
Youtube shows these kind of ads before the visitor gets to watch the video. And in some video sites when visitor pauses the video, a static banner kind of ad shows on the screen.. I thought to replicate the same going for some Free/Paid alternative.. and with CPA offers

Any suggestions and guidance appreciated.....!!!
