It would greatly depend on your traffic volume.
Static website does not relies much on direct CPU power. I would say that if it exceeds 50K visitors daily a VPS would be profitable and this being a raw number to give you an idea.
The main ressources required by a static website is apache slots actually.

I would suggest to go for a Linux server with webserver "Nginx" since it excels in serving static contents and can serve more concurrent clients with higher throughput than Apache.

In this case no need to pay for hosting, just use https://pages.github.com/ where you can host all your stuff on github's platform and use your own domain. Ping me if you need help with setup.
