    what kind of traffic volume? db heavy? videos? With lots of traffic, videos and heavy db usage, the more memory and cpus the better.

    It would greatly depend on your traffic volume.
    Static website does not relies much on direct CPU power. I would say that if it exceeds 50K visitors daily a VPS would be profitable and this being a raw number to give you an idea.
    The main ressources required by a static website is apache slots actually.

    I would suggest to go for a Linux server with webserver "Nginx" since it excels in serving static contents and can serve more concurrent clients with higher throughput than Apache.
