OP, if the test is easy and won't take much time then do it for yourself. If you are paying somebody then I suggest you pay a minimum of $100.
I don't have trouble with resellers if they are legit and know what they are doing but somebody like you, will end up messing up the clients job and screw your outsourcer.
Why not actually learn what is involved first, that way you will make more money and have satisfied customers or are you one of these clowns that thinks they are banking if they make $1 on each job?

Exactly, people like OP are killing the freelancer sites.
There are times when I want to hire people but seriously can't be arsed to spend time researching to see if they are legit.

Your plan is obvious:
Get someone to cheat the PHP and HTML exams for you.
Start bidding on PHP and HTML projects, claiming you are an expert, and citing the exam results.
Win projects and charge people for PHP and HTML work that you cannot deliver (because you don't have the skills and cheated the exams)
Outsource the work to someone who will do it at an even lower price than you had to bid to win the work.
Problems:
You have no way of vetting the capabilities of the person you pay to do the work - because you don't know PHP and HTML
You have no way of checking the quality of the work you deliver to your clients - because you don't know PHP and HTML
You won't know if you are delivering what your clients have paid for - because you don't know PHP and HTML
Summary:
Yet another step in the race to the bottom on the freelance sites

Look OP, increase your offer or give up here, nobody will make this job for your 10 bucks. Just because the knowledge that it's needed to pass the exam worth more than 10 bucks. I don't care if you will bid on the gigs there and ask for others to do, or something else. But 10 bucks is pathetic.
