Need some information regarding link building

I want to start building links to my website.

What I have at the moment is dropshipping website with blog of 17 unique SEO optimized articles and every category in my website has article also.

Can you tell me how many keywords should I target per page/category and how many per blog post?

Also where and how to put my keywords?

Also, regarding link building, can you explain to me what should I go for TIER 1 links and TIER 2 links and if needed TIER 3?

Is it ok, for tier1, to just manually make free wordpress, blogger, wix, weebly etc. sites and fill em with 5-7 unique articles (closely related to my main website niche) and wait few days and make a new article on each of them with the keywords that I use on my site and then put a link to my main site in this article? Should I change my IP when creating such websites with VPS service, like HideMyAss/CyberGhost?

In general I would like to know how to start my link building if I already have good site structure and will generate content almost every day.

Should I submit my site to some directories?

Is it ok to start with the wp/blogger/wix/weebly sites as tier 1?

Whats next or before?

What am I missing?

I am so confused, I feel all this information is overwhelming me and I really need clear explanation.

try to make SEO optimized articles. with the focusing keyword .. use the keyword 4 - 6 times you need to bold it when you use the keyword ...if you want to get better result with less time you can use tier link building method .. doing manually take long time try to use some software for tier link building it will make your task easy.. try to make good backlink like directory submission, forum posteing , bookmarking , article submission, infrographic submission , blog comment ,, if you need any advice from me i can help you plz skype me prajith.s6
 
You sound really confused. Steps:

1. Relax! you seem too stressed ;)

2. Your keywords go in your content and you want to make sure you include them at least a few times, ensuring at least 2-4% density (including related terms)

3. About links, you want to have a few good sources of links apart from just links from PBN kind of sites. This would totally depend on your niche and there's already plenty of content on the web out here to guide you in the right direction. Without knowing your site, can't say much. However, important to get a few quality links first before getting too experimental with your links. Yes, a few of the links you mentioned can help with diversity but don't ignore a few good links. Guest post if you have to.
 
How many KWs to target: This depends on the length of the article. As a rule of thumb, go for one keywords and all the partial varations of it that could well fit into the article. If your KW is "best watches for women", then also add "best watches for women under 100" or "Best watches for women 2016" etc. You can find this kind of long tail keywords here - keywordshitter.com

Density: Don't overthink it. Use your main keywords in title and in one h2 tag and few times in content. Don't overdo it. 1% KW density is more than enough, if you have it in title and in H2 tag. Add as many variations from the previous step as you can, but don't overdo it too much and make it flow naturally.

Tiers: Tier 1 - 3 are not really necessary. Depends on what kind of tactics you are planning to do. If you decide to use just PBN and guest posts, then no tier2 or tier 3 are necessary. As you said, you can create a set of web 2.0s pointing to your money site as tier 1 and use for example cheap PBN posts as tier 2, or some smart GSA blast. This is an evergreen method. But if your KW is competetive, then you won't go far without either PBN links or guest posts.
 
I would suggest you go with some quality PBN's, you will see good ranking fast.
 
Strengthen the homepage while building links to different pages. Use many different anchors to avoid penalty.
