Need reloadable VCC

Hi guys, i need reloadable card/vcc to fund paypal (US or canada) and shop/send payment with this paypal. Please let me know if any one provide this service.
Note: I have seen 2 such services on BHW however they do not have reloadable card at the moment. I can pay you thru paypal or BTC.
