Need quick help with server, files that won't delete.

Cleaning a server for a client, 3 specific folders won't stay deleted, I've tried changing permissions and deleting with ssh, nothing that works is permanent. FTP accounts were mostly deleted or credentials changed, could be more opportunities for whoever can help later. more details will be sent in pm.
