What niche are you working with? With PPC its about working with the right action keywords and spit testing ads to measure which ones convert best.

Split test your ads with different keywords/images, run the one which has the lowest bid rate. Research on your competitors campaigns, you'll get an idea how they run their successful ads on your niche. Split testing is everything mate..

chillerfx is completely right, split test keywords, ad copy, images, literally everything. You'd be amazed at how small things like finishing a sentence with an exclamation point instead of a full stop can make.

Also I highly advise that you use conversion tracking if you are not, without it you are almost certainly wasting money.
