It can only be done with woocommerce, and spending a whole process is such a waste when you are just running one business. you can contact an agent that have payment gateway for rent. usually, they have completed the whole process and you can hire them with just 8% rental fee

There are several options, if you don't have a large volume of sales, cloaking can be an option but in the long term you'll always have problems. And there are other options that work on shopify too where you don't have a volume limit and which accept high risk, if all that interests you I can explain in more detail

Wocommerce, custom coded can be done on shopify aswell but haven't heard someone doing this on shopify

He's just using a high risk merchant account.
There's no secret to it.
