Seen quite a few people mention cloaking. I can confirm that so far it has worked for me. What I am concerned about is if my sales volume is too high will stripe still consider me high risk. Does anyone have any experience opening multiple stripe accounts to mitigate this.

You can consider PayPal, Square, Authorize.Net, or HighRiskPay and PaymentCloud, which specialize in dealing with high-risk industries.
what's your volume?
instead of opening multiple stripe accounts you could buy old accounts......

Any advice on how to get multiple stripe accounts? I have heard of people using burner stripe account, but I have no idea how they would cash out those accounts without linking them to a bank account

You will setup two sites. Site A being your black hat site and site B would be any compliant website you make. Site B should be an e-commerce website selling something that payment processors would have no problem with such as clothing or toys. What your cloak should do if setup correctly is when someone goes to checkout on site A they will fill out thier information and then proceed to payment, at which point they will be redirected to a credit card form through site B, a good cloaker should make it so that the processor can not tell the payment originated from your non compliant site. It will create an order though site B for the same amount and take the customer to compete checkout. Once the order has been competed. The cloaked send the confirmation back to site A and takes the customer back to the sit A thank you page. If done correctly the customer won’t notice anything different and your processor will think you are selling something compliant.
