Need paid support with cloaking

Actually one of my friend is running a campaign for discount coupon code website.

What happening is if any customer/Visitor visits walmart.com a (e-commerce site) after visiting walmart.com he is redirected to his discounted coupon website to get a free coupon for walmart.

I do not know anything about digital marketing & cloaking so i am looking any professional who can help me to achieve this.

I don’t know how he (my friend) is doing this, redirecting visitor from walmart.com to his coupon code website.

Can you help or suggest someone professional to achieve this in return for paid support?
