Hungary has a special abuse complaint handling procedure related to copyright defined in the E-Commerce law 2001 CVIII

When we receive a complaint we must verify the copyright holder's legitimacy and then proceed with requesting our customer to remove particular content within 12 hours.
If the copyright holder is not willing to send us all the necessary paperwork and identify the content, legally we are unable to resolve the complaint.

According to current Hungarian Civil Code legislation an email is not considered a legal enforcement document.

Excerpt from the active Article 13 of Hungarian E-Commerce Law of 2001 CVIII (in Hungarian):

2001. évi CVIII. törvény
az elektronikus kereskedelmi szolgáltatások, valamint az információs társadalommal
összefüggő szolgáltatások egyes kérdéseiről

Értesítés a jogsértő információs társadalommal összefüggő szolgáltatásról
13. § (1) Az a jogosult, akinek a szerzői jogi törvény által védett szerzői művén, előadásán,
hangfelvételén, műsorán, audiovizuális művén, adatbázisán fennálló jogát, továbbá a
védjegyek és a földrajzi árujelzők oltalmáról szóló törvényben meghatározott, a
védjegyoltalomból eredő kizárólagos jogát a szolgáltató által hozzáférhetővé tett információ -
ide nem értve a hozzáférhetővé tett információ szabványosított címét - sérti (a továbbiakban:
jogosult), teljes bizonyító erejű magánokiratba vagy közokiratba foglalt értesítésével
felhívhatja a 9-11. §-okban meghatározott szolgáltatót a jogát sértő tartalmú információ
eltávolítására.
(2) Az értesítésnek tartalmaznia kell:
a) a sérelem tárgyát és a jogsértést valószínűsítő tények megjelölését;
b) a jogsértő tartalmú információ azonosításához szükséges adatokat;
c) a jogosult nevét, lakcímét, illetve székhelyét, telefonszámát, valamint elektronikus
levelezési címét.
(3) Amennyiben a jogosult meghatalmazottja útján jár el, az (1)-(2) bekezdés szerinti
értesítéshez az értesítési-eltávolítási eljárásban való képviselet ellátására feljogosító teljes
bizonyító erejű magánokiratba vagy közokiratba foglalt meghatalmazást is csatolni kell.
(4) Az (1)-(2) bekezdés szerinti értesítés átvételétől számított 12 órán belül a szolgáltató - a
jogosult jogát sértő információt biztosító igénybe vevő (a továbbiakban: érintett igénybe
vevő) 3 munkanapon belül történő írásbeli tájékoztatása mellett - köteles intézkedni az
értesítésben megjelölt információhoz való hozzáférés nem biztosítása vagy az információ
eltávolítása iránt, és feltüntetni, hogy az eltávolítás milyen jogosult jogsértést állító értesítése
alapján történt.
(5) Köteles megtagadni a szolgáltató az (1)-(2) bekezdés szerinti értesítés alapján az
információhoz való hozzáférés nem biztosítását vagy az információ eltávolítását, ha
ugyanazon információ vonatkozásában ugyanazon jogosult vagy a jogosult (3) bekezdés
szerinti meghatalmazottja értesítése alapján már eljárt a (4) bekezdés szerint, kivéve, ha az
eltávolítást vagy a hozzáférés megtiltását bíróság vagy hatóság rendelte el.
(6) Az érintett igénybe vevő a (4) bekezdésben meghatározott tájékoztatás átvételétől
számított 8 napon belül teljes bizonyító erejű magánokiratban vagy közokiratban a
szolgáltatónál kifogással élhet az érintett információ eltávolításával szemben. A kifogásnak
tartalmaznia kell:
a) az eltávolított, illetőleg hozzáférhetetlenné tett információ azonosítását, ideértve azt a
hálózati címet, ahol az korábban hozzáférhető volt, továbbá az érintett igénybe vevőt
azonosító, a törvény 4. § (1) bekezdés a)-e) és g) pontjaiban meghatározott adatokat;
b) indokolt nyilatkozatot arról, hogy az igénybe vevő által biztosított információ nem sérti a
jogosult (2) bekezdés szerinti értesítésében megjelölt jogát.
(7) A (6) bekezdés szerinti kifogás átvételekor a szolgáltató haladéktalanul köteles az
érintett információt újra hozzáférhetővé tenni, és erről a jogosultat a kifogás megküldésével
értesíteni, kivéve, ha az eltávolítást vagy a hozzáférés megtiltását bíróság vagy hatóság
rendelte el.

(8) Ha az érintett igénybe vevő a jogsértést elismeri vagy a (6) bekezdés szerinti
határidőben nem terjeszt elő kifogást vagy az nem tartalmazza a (6) bekezdésben előírt
adatokat, és nyilatkozatot, a szolgáltató az információhoz való hozzáférés nem biztosításának,
illetve az információ eltávolításának hatályát köteles fenntartani.
(9) Ha a jogosult a (7) bekezdés szerinti értesítés átvételétől számított 10 munkanapon belül
az értesítés szerinti jogsértéssel kapcsolatos igényét abbahagyás és eltiltás iránti ideiglenes
intézkedés iránti kérelmet is tartalmazó kereset vagy fizetési meghagyás iránti kérelem
benyújtása útján érvényesíti vagy büntetőfeljelentést tesz, a szolgáltató a bíróság erre
vonatkozó, ideiglenes intézkedést elrendelő határozatának kézhezvételétől számított 12 órán
belül a (4) bekezdésben foglaltak megfelelő alkalmazásával a (2) bekezdés szerinti
értesítésben megjelölt információhoz való hozzáférést ismételten nem biztosítja, illetve az
információt ismételten eltávolítja. A szolgáltató intézkedéséről a bírósági határozat
másolatának megküldésével az érintett igénybe vevőt az intézkedés megtételétől számított 1
munkanapon belül értesíti.
(10) A jogosult köteles a (9) bekezdés szerinti eljárásban hozott jogerős érdemi
határozatokról - ideértve az ideiglenes intézkedés elrendelését vagy a kérelem elutasítását is -
a szolgáltatót haladéktalanul értesíteni. Az érdemi határozatban foglaltaknak a szolgáltató
haladéktalanul köteles eleget tenni.
(11) A jogosult és a szolgáltató szerződést köthet az (1)-(10) bekezdésekben meghatározott
eljárás alkalmazásáról. A szerződésben a felek a törvénytől nem térhetnek el, de a törvényben
nem rendezett kérdésekben megállapodhatnak. A felek szerződésükben hatályos írásbeli
közlésnek tekinthetik a nekik vagy általuk harmadik személyhez címzett írásbeli magánokirat
hű másolatát, továbbá az elektronikus úton tett közlést is, ha annak megérkezését a címzett
elektronikus úton igazolja. Ebben az esetben a felek kötelesek az egymástól származó
elektronikus küldemények megérkezését visszaigazolni.
(12) A szolgáltató nem felelős az érintett információ eltávolításának vagy az ahhoz való
hozzáférés nem biztosításának eredményes végrehajtásáért, amennyiben az eltávolítás vagy a
hozzáférés nem biztosítása során a (4) és (9) bekezdésben meghatározottaknak megfelelően és
jóhiszeműen járt el.

a signed document by two witnesses verifying that the person named therein signed the document, if not written by him in part or in whole, before them, or has pronounced the signature as his own, furthermore, the name and residence address - or habitual residence in the absence thereof - of both witnesses shall be legibly indicated on the document;
a document with the signature or initials of the signatory of the document certified on the document by a judge or notary public;
a document that is signed by the person holding a power of representation of the legal person in accordance with the regulations to which he is subject;
a document provided by an attorney or bar association legal counsel - duly signed - to verify that the document was transcribed by others and was signed by the signatory in front of him, or declared the signature in front of him as his own;
an electronic document executed by the signatory's certified electronic signature or advanced electronic signature based on a qualified certificate or stamp, including - where so provided for by law - a time stamp;
an electronic document certified by the signatory by means of document certification with regress to identification as provided for in the relevant Government Decree; or
a document executed within the framework of services provided for in an act or government decree, where the service provider clearly establishes the identity of the issuer of the document and assigns that document to that person and verifies authentically such assignment of identity together with or on the basis of a data which can be clearly regressed to the hand written signature of the issuer; furthermore, the service provider shall make out a certificate of explicit assignment of identity fixed in an inseparable addendum comprising an integral part of the electronic document, the addendum and the document both executed by at least an advanced electronic seal and by at least an advanced electronic time stamp.

Hand-written and signed request to remove content including full name and residence address of complainer (ID and address confirmation attached to the document as unaltered scans)
Printed and signed request to remove content including full name and residence address of complainer with full name and address of 2 witnesses fully verifying the message and their signatures (ID of each signer and address confirmation of each signer documents attached as unaltered scans)
Printed and signed request to remove content including full name and residence address of complainer with Latin Notary signature certifying the claim

Additional requirements stemming from the law:
Full complaint must include the content and its location or path, the claimants' legal or personal data (falls under ServerAstra Privacy policy clauses) in a private document with a full probative force attached as a scan with signature of the claimant.
If the claimant is not the copyright holder but merely represents one or is licensed to police the usage of the copyrighted material, then we will need a power of attorney scan
To strengthen your position in the case please attach any court orders, official copyright registration with the local authorities or documents verified by notary relevant to the case.
To identify the copyright enforcer the following personal data must be provided: full name, residence address or registered office, phone number and email.
To identify the copyrighted content which falls under the claim for removal within our network please provide full location or access path to the infringing content where our sysops team can identify the content on the enduser/customer platform with our IP address. Claims with listings of domains which do not resolve to our IPs will be rightfully rejected. In case of concealment of copyrighted content you must provide a technically literate description of a way to reach the content.
Please bear in mind that Hungarian law allows copyrighted content to be shared among friends and family with no monetary gain from it. That means that some claims might be rejected if they are identified as privacy intrusive or using other techniques to circumvent protections set in place by law-abiding citizens exercising their legal rights.

We would like to call your attention to ability of the customer to appeal the case within 8 days. In case their appeal is consistent with the law we will not be able to enforce any copyright claims without court orders.

But what i think of (expects) a DMCA Ignored Hosting is that they don't care about DMCA Notices and allow copyrighted content which need not to be taken down/removed from the website unless local court order directs them.
