I am planning to start creating backlinks to one of my website. I don't have any link building budget so I will do this manually. Can you guys please share free high quality DA Do-follow backlinking sites that are working and indexing.

It will be very helpful for me and also for other users also who are looking for the same.

Having no budget for links gonna make things harder,
If you really want to bring traffic in this case, you should aim either to get some initial budget or to aim for easy keywords that won't require you any links to rank for,
Building HQ web 2.0s, forum links (not profiles) & targeting some free guest posting websites can be the best chance to get some good links

For manual links, you can try building quality web2.0, which you can easily find tons of good quality ones in this forum.

As mentioned lot of example in this forum, however..

do check that the links are still do follow

Some websites have changed their platform and links cannot be added anymore

Yeah, that's why i am aiming for low competition keywords. Thanks for SEO advice

If you are good enough at writings, start doing guest posting, skyscrapers, link roundups, resource link building, broken link building.
