You should delete that ad and create a new one with different content and a lower budget.

This has been happening a lot lately. It usually comes from new accounts. I also encountered this problem and tried many things, but the account still wouldn't start spending. I think you should temporarily stop using this account and switch to another one.
 
Review status
Most ad platforms (Meta, Google, TikTok, etc.) review ads before showing them. Approval can take up to 24 hours. Check if it says “In Review”, “Pending”, or “Approved.”
Check start date & budget
  • Make sure the campaign start time has already passed
  • Confirm your daily/lifetime budget isn’t too low to deliver impressions
 
Create a new ad with new content
If that still doesn't work, change pages
Still failing? >> Change accounts
Each time only needs about 3 hours; if it takes 5-6 hours, your ad is unlikely to be effective
 
If it's still pending approval, I think it's okay; sometimes Facebook takes a long time to approve things.
Besides that, you could try setting up a new campaign.
 
Lately, this has been occurring often. New accounts are typically the source of it. I had the same issue and tried a lot of different solutions, but the account would not begin to spend. I believe you should move to an other account and temporarily cease using current one.
 
Hey man, yeah this happens a lot, so don’t panic yet. 5–6 hours is still pretty normal, especially on new ad accounts or fresh creatives. A few things I usually check:
  • Make sure the ad is actually Active, not stuck in review
  • Check billing/payment method (failed card = no delivery)
  • If it’s a new account, start with higher bids or broad targeting
  • Avoid editing too much in the first few hours, it can reset delivery
FB sometimes needs time to “warm up” the ad.
Did you launch this on a new BM or an aged one?
 
Check whether the advertisement is under review and whether the audience size is too small.

You don't need to do anything, just wait. The maximum ad review time is up to 1 day.
