need help with facebook ads problem

hi, i'm having a hard time with facebook ads.

i made my facebook account in 2007 and used the facebook ads back in 2013, i made my account when i was living in venezuela.

i moved in 2018 to argentina, changed my facebook currently city, changed my phone number too; now i want to use facebook ads again and i'm having a nightmare, i can't change the payment method or the facebook ads business country. i tried many time to change any data from the payment page without any good result, i always get "this account is disabled to create ads" or "the current currency is no valid for payment".

i have already wrote to facebook two times talking about this problem and trying to be reasonable to get my account back and re-activate to start using the ads again without any feedback from the facebook side.

anyone here has this problem in the past ? any idea on what i need to do to re-activate my facebook-ads account?

p.s.: also i tried to make a new facebook account with a new fresh phone number, but i was blocked right before i used the mobile verification code.
