Good sites to start building up a portfolio before you start thinking about launching your business independently.

Fiverr, SEOClerks and other such sites don't require portfolio. A portfolio is advised if you are opening a BST.

Best thing is go to forums ! You need a wide range of your customers.

When you are new in forum .. try offering them free designs for the first 5-10 customers. This way you can kick start and people are going to put up a review for you. This way it works much better.

IF you give to the community, the community will pay you back i.e customers.

    Do good and be good

    All the best
