Need help, Paypal account limited

So its a long story but basically a few months ago, I did some ebay scams and my paypal account became limited. I waited 6 months as I thought it would automatically become unlimited by now but I was wrong. Any idea how I can get money out of my limited paypal account?

There are some sellers in the blackhatworld marketplace who are offering solution for this problem. May be @secondeye is one them.
