Yes, you can.So can i use a new email, new payment method but same laptop to create a new account?
I have done that myself. I opened a new one after my 10-year-old account got banned.
Make sure to contact Fiverr support beforehand and ask them that can my wife/brother/sister/xyz open a Fiverr account using the same IP and laptop.
They will ask your wife/brother/sister/xyz to contact them. Simply send a mail from a new mail account or open a support ticket.

Why they disabled your account? Did they mention any particular reason?

They did took one official ID for tax purpose before. Will fiverr use that ID to track me as well?

Can I open a new account after clearing my laptop cookies? And fiverr have taken one ID before for deducting TDS. Will they use that to track me?

Use it on the same pc use firefox browser with profiles. If you have dynamic IP you will not face any issues or else get another ip or 4g proxy. I have multiple Fiverr, Seoclerks, Konker profiles never faced any issues. I don't use proxy as I have multiple internet connections all with dynamic IP.

To get around Tax ID tracking open a DBA and get a corporate tax ID.

You don't need to clear cookies. Fiverr is too smart, they will find you anyway.
You can not open another account on your own name. Use your family member's name and id.
Make sure, you take permission from Fiverr before doing that.
It will reduce the risk factor.

better to buy level 2 account so you could basically not start from scratch.

Yes, have asked support and they have said that same mobile, laptop can be used by other account/new account after cleaning cache and cookies. So have that info in email and for tax have to use other id as well. Hopefully it will work out.
