The pay per impression goes down when you start getting shares on your video. It depends what your niche is. If you're advertising some weight lost product then make an informative video about the science behind it and make it very interesting. People share and like interesting videos

In addition to using ads i could recommend you to do bechmarketing and look up the hashtag from the people who have similar content and have become viral. But, creating interesting content regularly to make your community grow is the most important aspect of it, because in that way you can aspire for a bigger impact.
