Need Help Creating New Paypal Account

I have a negative balance on my paypal account due to a transaction reversal so I want to create a new account to sell stuff on ebay and/or send money on paypal. How can I make a new account so that paypal doesn't find a connection between the two accounts and move the negative balance to my new account? The things that I can do are use a new false address for my paypal account (shipping address doesn't matter since I'm only selling and sending money with no returns accepted), login using a different IP address, use a different name, and use a different credit card. I would prefer to do the least that is required to be done in order to secure my new account due to convenience. Quick replies appreciated!

Also, I want to make clear that I'm just looking for the basic changes that you need in order to make sure that they can't find a connection between the two accounts, not a whole guide. For example, do I only need to supply them with a different name, different IP, different credit card, and different address? Or can even less be required, such as just a different IP and a different credit card? Thanks!
