Need Help Creating Bulk WhatsApp Accounts – Facing Verification Errors

I have access to real, active phone numbers from multiple countries, and I can see incoming WhatsApp verification SMS on my panel. However, when I try to register these numbers on WhatsApp, I get errors like:


  • "Try again after 1 hour"
  • "This number cannot be used"
  • Or other generic failures

I'm trying to create WhatsApp accounts in bulk using these numbers, but most attempts fail.


✅ Numbers are clean and active
✅ SMS is received instantly
❌ But account creation fails


Has anyone successfully solved this issue or knows the exact reason for these errors?
Looking for reliable methods, tools, or tips to bypass this and create bulk WhatsApp accounts successfully.

Imo botting whatsapp? Not going to work out very well.
 
You have to make sure that you are spoofing the credentials of the app you are using. Whatsapp can detect when a user is creating many accounts from the same device using the same app. Clear the device details and app data and that should help.
 
Do not create multiple accounts on the same device, you can try automated creation tools such as those with fingerprint browsers.

They check SIM behavior, number reputation, IP/device fingerprint, and even how the app is installed and used. If the numbers are used in bulk, reused, or tied to suspicious activity, they get flagged instantly.
You’ll need real device emulation, clean IP rotation, and phone numbers that look like actual humans use them. Even then, success isn’t guaranteed.

I experienced that it depends more on the quality of the number you are using. I registered multiple whatsapp account at the same day on the same device. Some numbers don‘t work at all and some are working always. You need to search for a better website where you get the numbers from. Good ones are onlinesim, smspva.

  1. Use real carrier SIMs or business numbers.
    WhatsApp rejects most VoIP, recycled, or virtual numbers. Get a few new SIMs from a mobile operator in the country you want to serve and register normally.
  2. Keep the environment consistent.
    Each number should be activated from the same region (IP, device time-zone, SIM country). Changing IPs or devices between attempts triggers the “Try again after 1 hour” message.
  3. Avoid bulk creation.
    WhatsApp’s system blocks multiple sign-ups from the same IP/device. If you genuinely need several lines for business, apply for the WhatsApp Business Platform through a Business Solution Provider (BSP) such as Twilio, 360dialog, or MessageBird.
    → They handle number onboarding and keep the accounts compliant.
  4. Clean up flagged numbers.
    Numbers that were ever linked to spam or automation tools can’t be reused. Ask the carrier for new, unused numbers.
  5. Check account setup speed.
    Wait at least a few minutes between registrations and verify one number at a time to avoid rate limits.

WhatsApp blocks bulk signups at the risk-scoring stage, not SMS delivery. Even “real” numbers get flagged by origin, reuse patterns, device fingerprint, or signup velocity. There’s no real bypass—once flagged, attempts just fail.
