Dear Black Hat World Users
I have bought a domain and hosting and have c panel x but I have no clue
what to do now, I would like someone to help me create the most basic website
just a title and 5 or 6 photos on the home page I can pay for this and if
you can offer better thanks.

You should install Wordpress through your cPanel. I'll add you on skype and you can ask me any questions you have.
