GSA is the best, but make sure to have unique templates, please go thru the blackhat tools forum to get some knowledge before proceeding further.

I think you will need a few of the tools, or at least 2 primary ones, as these tools differ in every different way, and the success ratio is also different as well.
For web2.0, or perhaps something that has low OBL and a little bit less spammy, you can try rankerx. But running RX can be a little costly as well, as you'll need to spend some $$ for captcha solving, etc, to increase the success ratio.
Then when you want to tier the links below, and if you need a quick solution that can tier fast, the GSA would be able to satisfy that instead. But GSA alone will not suffice - you'll need a good link list, a captcha solving software or solution, indexing solution, etc to maximize its efficiency.

Thank you for your reply. i think you mean i should use 2 tools RankerX for tier one a GSA for Tier 2 but both are going to cost much so what about GSA with all addons and verified list, can i filter to submit only to high PA pages. i suffered the web for long time and all tutorial on that are outdated (2014)

Yes. Because Google wants you to create a brand.
Not a fly-by-night operation. One of the easiest ways for them to differentiate between a “brand” and a spam website is to look at the amount of branded anchors hitting the site.

just another question, how to bulk check urls index status? as i googled that and have some free services limited to 25 urls only and not accurate as when google site:url manually its not indexed although service say "indexed"!
