Need Email AR That DOESN'T Require Confirmed Optins

Say I were to magically stumble across a list of emails through a magical source. Is there a magical AR that I could upload all these emails to and just begin blasting them? Or do all AR's require that I send out an initial 'confirm' email? Thanks in advance for responses!

I heard either Constant Contact, iContact or some other AR is chillax about it.

All major AR services require double opt-in.
SO you cannot just upload and start blasting.

Not true. I have Aweber and you can turn that option off. But when I upload, it would require a confirmed opt-in. And I know for a fact there is one out there, I just don't remember which one it is. Anyone else?
